BUILDING CAPACITY IN LOCAL GOVERNMENT
According to Mark Funkhouser, president of Funkhouser and Associates and one-time mayor of Kansas City, Missouri, “I’ve long been concerned about the increasing demands on local governments and the growing constraints on their capacity to meet those demands. I've also been concerned about the frequent disconnect between strategic plans and budget realities.”
With that in mind, Funkhouser & Associates in collaboration with Euna Solutions is hosting a webinar tomorrow, June 26th at 2:30 P.M. (ET), titled “Building Capacity in Local Government: How Plans, Budgets & Tech Can Help You Lead Through Change.” Participants will include Cheriene Floyd, chief data office of Miami, Jake Pawlak, deputy mayor of Pittsburg, Abhi Nemani, senior vice president of Euna, Brita Andercheck, Chief Data Officer at the City of Dallas and Funkhouser.
In addition to the webinar, Funkhouser and Euna have created a new playbook based on nearly 100 interviews with local government executives over the past six months.
This instructional manual is designed to help local governments understand how to:
Be smart with their money using better financial data and forecasting and integrating strategic plans and budgets
Tell their story by engaging the community, explaining difficult choices, and effectively advising policy makers on budget realities.
Leverage grants and procurement for local economic development by supporting local businesses and economic activity and collaborating regionally
Empower the workforce: Support culture change and organizational performance by updating plans, processes and tools to enable staff to do their job more effectively and focus on higher-value tasks
This playbook is intended to help localities renew a civic “can do” spirit, but as it states, “that’s difficult to execute.”
The solutions it offers suggest that governments “must mobilize from the ground up to revive a government that is of, by and for the people. It requires addressing problems (novel and old) innovatively, making smart use of resources and implementing modern systems and technologies in ways that cultivate engagement, buy-in and cooperation. In the end, it’s about governments and communities adapting to change and growing more resilient.”
