MANAGEMENT UPDATE.

AN EXECUTIVE ORDER ADDENDUM: NEW STATE ADVISORY GROUPS, COMMISSIONS, ETC.

A few days ago, we published a summary of 4th Quarter 2024 substantive executive orders, focusing on the repeated topics that governors signed in the fourth quarter of 2024. As is often the case in gubernatorial executive orders, these documents also create new government bodies, including advisory groups, commissions, boards and offices. As an addendum to the executive order analysis that appeared in our January 7, 2025 B&G Weekly Management Selection, here’s a list of new state organizations that governors created in the 4th quarter of 2024. 


  • Colorado –The Colorado Bureau of Investigation Forensic Services Committee (EO B 2024-002, signed on December 12, 2024) to help foster “working relationships and communication” within the state’s criminal justice system.


  • Delaware –The Governors Drought Response Committee (EO 64, signed on November 25, 2024) to advise the governor on drought conditions and potential responses.


  • Florida – An advisory committee to advise and plan for the celebration of the 250th anniversary of US independence, created within “Regarding America’s Semi quincentennial Celebration in Florida” (EO 24-267, signed on December 6, 2024) with parallel groups  established by many other states in previous quarters.


  • Kentucky -- The Council of Second Chance Employers (EO 2024-703, signed October 17, 2024) aimed at improving reentry outcomes and public safety and aimed at identifying best practices, raising awareness, establishing key performance metrics and tracking outcomes.


  • Maine -- The Maine Artificial Intelligence Task Force (EO 2, signed December 20, 2024) and similar to many new advisory groups set up previously in other states,


  • Maine -- The Governor’s Commission on School Construction (EO 1, signed October 4, 2024) with the task of undertaking a comprehensive review of school construction financing. (The order notes that the current funding model is inequitable and disadvantages communities based on taxpayers ability to finance projects.)


  • Maryland – The Coordinated Permitting Review Council, created within “Strengthening Maryland’s Business Climate to Bolster Economic Competitiveness” (EO 1.01.24.39, signed December 19, 2024.)


  • Maryland – Governor’s Subcabinet on SocioEconomic Procurement Participation created within “Delivering a More Efficient, Equitable and Competitive Procurement System for Maryland” (EO 1.01.24.38, signed on December 18, 2024). 


  • Maryland – Baltimore Vacants Reinvestment Council, created within “Reinvest Baltimore” (EO 1.01.24.34, signed on October 1, 2024)  to coordinate State and Local efforts at removing blighted properties.


  • Massachusetts – The Diverse and Equitable Construction Participation Committee, created within “Promoting the equitable Participation of Women and Underrepresented Groups in Construction” (EO 638) signed December 23, 2024. 


  • New Jersey -- The New Jersey Economic Council (EO 39, signed October 29, 2024), and charged with responsibility “for facilitating the identification and promotion of economic opportunities for New Jersey and its businesses and residents.”


  • Tennessee – The Duck River Watershed Partnership, created within  “An Order to Conserve the Duck River Watershed” (EO 108, signed on November 20, 2024).


  • Virginia – The Reclaiming Childhood Task Force, created within “Empowering and Supporting Parents to Protect their Children from Addictive Social Media & Establishment of the Reclaiming Childhood Task Force (EO 43, signed November 21, 2024). 


  • Virginia – The Governor’s Gang Intelligence Task Force, created within “Launching the Next-Level Partnership to Combat Gangs and Gang Violence” (EO 41, signed October 23, 2024) and made up of all state and local law enforcement agencies and Virginia police.
